But he is not a military man, despite his professional bearing and seeming ease of command. In the director's cut, it is revealed that he has had some sort of training as a physician though he has either lost or never acquired a license to practice medicine. There is no indication given during the series of any romantic relationships or of any dependents. In the episode The Birth of NERV, in several flashbacks, a few of his students and the superior professor at his institute (who first suggests that he take on the young and brilliant Yui Ikari as a research assistant) suggest that he be more sociable; this hints at Fuyutsuki being a classically withdrawn academic, and possibly a life-long bachelor. Given later revelations about apparent decades-long behind-the-scenes machinations of SEELE into all aspects of the sciences directly and indirectly involved in the subject of Instrumentality (the Dead Sea Scrolls were uncovered in 1947, so presumably the world-wide conspiracy behind SEELE's operations had been in existence for only slightly less time) it is safe to say that Professor Fuyutsuki had been monitored by and targeted for recruitment by SEELE early in his career. If speculations regarding Yui actually having been a junior member of SEELE through her father's influence are correct, then Fuyutsuki's association with Gendo Rokoboungi/Ikari was equally planned well in advance. His earlier introduction to Rokoboungi/Ikari by taking him on as a research assistant, bailing him out of jail, and later meeting him again after Second Impact during a research expedition to the area formerly occupied by Antarctica may be seen as steps in a testing procedure to determine his reliability, discretion and intelligence at being able to surmise SEELE's goals...and whether he would actually be amenable to that recruitment. Fuyutsuki's earlier assessment of Gendo Ikari's personality (in the Director's Cut, the subtitle during Fuyutsuki's recall of the initial meeting at the police station refers to Rokoboungi/Ikari as 'real bastard') was reinforced by the Antarctic mission, during which Fuyutsuki began to suspect that the now Gendo Ikari's associates in SEELE may be more powerful and dangerous than he originally realized. The seed of doubt planted during that voyage led to the discovery of the true nature of the events leading up to Second Impact and SEELE's involvement in initiating that catastrophe. After Fuyutsuki threatened to expose Gendo to the public, regarding the massive deception concerning Second Impact, in 2003 (through his own research), Gendo Ikari led him into the GeoFront and Central Dogma and revealed to him an incomplete prototype Eva. At that point, Ikari asked Fuyutsuki to join him and "create a new future for humankind, together with me." Fuyutsuki accepted this, and started to help Gendo. Whether this agreement was entirely out of idealism or more from self-preservation is not made clear. In the movie The End of Evangelion it is mentioned that SEELE had threatened Fuyutsuki with being 'disappeared'; the implication is that this recruitment may have been a Hobson's Choice. Despite Fuyutsuki's initial dislike of Gendo, it is clearly evident that he becomes the closest thing that Gendo has to a confidant in the series. In many episodes, Fuyutsuki may be seen as a sort of external conscience for Gendo Ikari; despite his somewhat gruff nature, Fuyutsuki is genuinely concerned for those under his commend, but having the added knowledge of SEELE's true goals for Instrumentality, must balance his compassion with Ikari's ruthlessness in pursuing both SEELE's agenda and Ikari's own hidden one of re-uniting with his discarnate Yui. Ikari's dependence upon Fuyutsuki as both confidant and his chief lieutenant is shown by the many times that Fuyutski takes the initiative for action without waiting for direction from Ikari. As had been mentioned and implied in the series, while obviously kindly disposed towards Yui, at all times Fuyutsuki maintained a professional demeanor towards her. It is not intimated how the Destrudo experiment that 'killed' her and ensconced her soul into EVA Unit 01 affected him. The depth of his feelings for her, however, is revealed when immediately prior to dematerializing into LCL during Instrumentality, Fuyutsuki witnesses an image of Lilith-as-Yui which appears to float down to embrace him, comforting him in his transition to a non-corporeal state. He then makes a speech about how weaklings do not deserve to exist. It was implied by Hirano that ShidÅ� allowed bullies to beat him up as he watched with glee. It is assumed that the former's story is true because he pointed the nail gun at ShidÅ� without blinking or hesitating to punch a nail wound to his face. He has a desire to be a leader and some of the characters have theorized that he is trying to build a new religion with him on top as leader. ShidÅ� is an apparent coward in the face of extreme danger, as seen when being threatened by a grazing head shot with a nail gun on Hirano's part, but nonetheless, proves to be a manipulative, villainous and sadistic character. He is last seen by the main group when they abandon him on the bus, leaving him with only those willing to follow him. He reappears once more and is seen watching over an orgy between his followers on the bus at the end of Chapter 11, in a sort of Charles Manson-ish brainwashing (he allows his followers to do as they will, calling it "free time"). He seems to have a spy inside the base of humans set up at the mansion, who, as of Chapter 12, is relaying vital information about the morale of the people there. He is seen to keep his followers in line through intimidation, forcing them to follow him lest they incur his wrath or be left to fend for themselves. He sees the people that follow him as angels that will help usher in a new age, since they are youthful teenagers. ShidÅ� then accuses one of the teens on board the bus of showing weakness, the boy having shown concern for the welfare of his family. He convinces the rest of the group to eject the 'weak link' for the sake of the New World. Highlighting how far ShidÅ� has turned the minds of his followers, they callously throw the teen off the bus, going so far as to bid him farewell as he attempts to get back on the bus, only to fail and be subsequently attacked by a zombie. The teen is later seen in his undead form in chapter 15 when the dead break into the estate. Later on, his history and background with Rei was shown when his father was involved in Japanese politics and had Rei retained as a favor of getting back at his stepbrother. When threatened with a rifle-mounted bayonet by Rei, he seems scared witless until he realizes that no one would come to his aid before daring her to kill him. When she turns away and says that he is not even worth killing, his fury is shown. He is seen being ordered to leave the estate with the students he brought but ends up crashing into the forklift when the EMP Blast temporarily stopped the bus, removing the concrete blocks which served as the barrier against the undead. His pursuit took him to New York where he met Arsene Lupin III for the first time. The master thief's cocky attitude and talents left the inspector infuriated to the point where he left the Japanese Police Force in favor of enlisting in ICPO (called Interpol in Pioneer's English dub) for the sake of specifically bringing Lupin to justice. Zenigata has made it his life's mission to arrest Lupin. The other members of Lupin's gang are targeted for apprehension as well, but Zenigata usually ignores them when Lupin himself is present. Lupin and Zenigata appear to be the worst of enemies, but in the anime they are, in a manner of speaking, friends; something Lupin shows openly (often by greeting Zenigata with mock affection), but it is an idea Zenigata is extremely reluctant to entertain. Similarly, he is often awed by Lupin's genius, but refuses to show it. Also, when he believes Lupin to be dead, he will drop to his knees crying at the fact he couldn't arrest him before his death, and often go into isolation until someone reveals that Lupin is still very much alive. Zenigata has an attachment to Lupin with the belief that no one should kill him or worse, capture him, besides Zenigata himself. Once, when he believe Lupin was dead, he gave up his profession and became a monk (in Fuma Conspiracy). Lupin's opinion of Zenigata is a little less caring, but still filled with respect. He often seems amazed that Zenigata can keep up with him. At times he's overwhelmed by how much thought Zenigata has put into his traps for Lupin. Once, when Lupin thought Zenigata was dead, he sought to take down his supposed murderer. While he has some interest in capturing Jigen, Goemon, and Fujiko, he is really after only Lupin. Jigen seems to have a genuine fear of being caught by Zenigata. In The Mystery of Mamo (originally titled simply Lupin III), it is mentioned that Zenigata has a daughter named Toshiko, but this isn't developed any further. He's unable to settle down because of his eternal pursuit, and although he sometimes longs for female company he has no luck with women - in no small part due to his inability to commit himself to anything but chasing Lupin. The anime version of Zenigata is a quite sensitive person and often cries in emotional situations, particularly when he thinks Lupin has done something out of consideration for him, or when finding out Lupin is OK after worrying about him. On occasions when Lupin appears to be dead, he mourns him more expressively than anyone else; partly from genuine grief, partly because he no longer has a goal in life. In the 1987 OVA The Fuma Conspiracy, Zenigata actually retires from police work when he believes Lupin has died and becomes a monk, believing that if he prays enough Lupin will be a law-abiding citizen in his next life. Because of this singular ambition, he is never particularly displeased when Lupin manages to escape his custody, since that means the hunt will go on. On one occasion when Zenigata is able to successfully capture Lupin and place him in prison he becomes frustrated that Lupin hasn't yet escaped after a year has passed and wishes for him to escape or be rescued by Jigen. Zenigata even goes so far as to cryogenically freeze himself so that he can continue to chase Lupin in the future, though both his and Lupin's cryopods malfunction and they are stuck in the present.
